      To formulate national and regional plans for the 2021-2030 period and towards 2050 that are forward-looking and make full use of the potential, existing advantages and unique collaboration of each region。

      The State Bank of Vietnam requires credit institutions to mobilize idle funds in order to provide sufficient and timely credit funds at appropriate interest rates to help enterprises and people to resume and develop production and operations, especially to invest in projects that contribute to the advantages and potential of key economic zones。

      The Ministry of Transport shall give priority to the allocation of national budget funds within its jurisdiction to develop transport infrastructure and speed up the implementation of large projects with regional cooperation and key economic zones。

      The Ministry of Science and Technology shall, as a matter of priority, assist in providing funds to invest in the construction of science and technology incubation centers in the provinces and cities where the key economic zones are located, as well as science and technology incubation centers in universities, enterprises, industrial parks and economic zones, so as to make them the core areas of science and technology application and innovation。

      The People's committees of the provinces and cities where the key economic zones are located should mobilize various resources, combine central and local funds, selectively attract FDI projects, and strive to use government development assistance, private investment and other legitimate sources of investment to implement key projects with breakthroughs and promote regional collaboration。Establish a list of investment promotion projects, especially FDI projects with high added value, high scientific and technological content, environmental protection, high investment efficiency, low land-use coefficient, and large contribution to the national budget。
