      2019年10月,The Customs authorities of China and Brazil officially signed the Arrangement between the General Administration of Customs of the People's Republic of China and the Federal Tax Administration of the Ministry of Economic Affairs of the Federal Republic of Brazil on the Mutual Recognition of the Enterprise Credit Management System of the Chinese Customs and the system of Certified Operators of the Brazilian Customs (hereinafter referred to as the Mutual Recognition Arrangement).,The decision will be officially implemented from January 1, 2022。The relevant matters are hereby announced as follows:

      1. According to the Mutual Recognition Arrangement, China and Pakistan recognize each other's "Authorized Economic Operator" (" AEO Enterprise ") to facilitate customs clearance for imports and exports of AEO enterprises of both sides。Among them, the Brazilian Customs recognized the Chinese Customs advanced certification enterprises as mutually recognized AEO enterprises, and the Chinese Customs recognized the Brazilian Customs "certified operators" as mutually recognized AEO enterprises。

      2. The customs of China and Pakistan are clearing import and export goods,Give each other AEO enterprises the following customs clearance facilitation measures: apply a lower document review rate;Reduce the inspection rate of import and export goods;Give priority to goods requiring physical inspection;Designate Customs liaison officers,Responsible for communicating and solving AEO enterprises' problems in customs clearance;International trade is disrupted due to increased security alert levels, border closures, natural disasters, dangerous emergencies or other major incidents,Priority will be given to customs clearance when trade resumes。

When the enterprise imports goods from AEO enterprises in Brazil,The AEO code of the Brazilian shipper is required to be filled in the column of "Foreign Shipper Code" in the column of "Foreign Shipper" in the import declaration form and the column of "Shipper AEO Code" in the water and air cargo manifest.When the enterprise exports goods to AEO enterprises in Brazil,The AEO code of the Brazilian consignee is required to be filled in the "Foreign Consignee Code" column in the "Foreign Consignee" column of the export declaration form and the "AEO Code of the Consignee" column in the water and air cargo manifest。Enter the country code (BR) +AEO enterprise code (14 digits), for example, BR01234567890123.。After confirming the identity of the Brazilian AEO enterprise, the Chinese Customs will provide relevant facilitation measures。
